Opportunity Information: Apply for DOS ESF TSCTP 15 001

The grant opportunity titled "Economic support funds to promote countering violent extremism objectives in the West Africa/Sahel region" (Funding Opportunity Number: DOS ESF TSCTP 15 001) is a discretionary U.S. government grant administered through the U.S. Mission to Nigeria. It uses Economic Support Funds under CFDA 19.040 and is framed as a key multi-year, inter-agency mechanism for working with partner countries in the Sahel and Maghreb to strengthen civilian, military, and law enforcement capacities to counter terrorism and reduce the spread of violent extremism. The solicitation emphasizes practical, near-term programming that can deliver measurable outcomes within a 12 to 24 month implementation window.

The application process is structured in two stages to reduce burden and to screen for the most promising ideas before requiring a full proposal. First, applicants submit a concept note. After review, selected applicants are invited to submit a full proposal, with only 10 business days provided after notification to complete and submit the expanded application. Recognizing that some local organizations may face limited IT capacity, the solicitation allows concept notes, full proposals, and questions to be submitted via email to the country-specific contact listed in Section D.3 of the Full Announcement attachment.

Programmatically, the opportunity prioritizes projects that directly address recruitment into violent extremist groups and the broader enabling conditions that allow radicalization to violence to take root. Priority themes include improving collaboration and connectivity between local and national government officials and communities vulnerable to recruitment; strengthening the capacity of government entities (such as information ministries) to design and implement credible CVE strategies and messaging; encouraging defections from violent extremist groups while supporting rehabilitation and reintegration of disengaged or demobilized fighters; and providing positive alternatives for at-risk communities, especially youth, through political, economic, and social inclusion. Additional focus areas include building resilience among refugees and internally displaced persons who may be targeted for recruitment; supporting conflict mitigation and reconciliation in communities at risk; and developing cross-border linkages and networks that can detect, prevent, and respond to recruitment and radicalization dynamics that move across national boundaries.

While the solicitation lists these themes as priorities, it makes clear the list is illustrative rather than exhaustive. Applicants may propose solutions to other clearly defined local challenges, but concept notes are expected to be concise and explicit about (a) the problem being addressed, (b) why it matters for countering violent extremism, and (c) how the proposed activities will realistically reduce drivers of radicalization or strengthen prevention and response systems. Even if a concept note touches multiple themes, it is expected to remain focused enough to achieve concrete results within the 12 to 24 month period.

Eligibility is limited to three applicant types: local nonprofit organizations in the West Africa/Sahel region; U.S.-based nonprofit organizations with IRS 501(c)(3) status (excluding institutions of higher education); and institutions of higher education located in the West Africa/Sahel region. The opportunity originally listed a closing date of 2015-12-21 and an award ceiling of $2,000,000.
