VA emphasized that late submissions would be deemed ineligible, and applicants were advised to submit early to avoid disqualification due to technical issues, outages, or other delays. The funding notice was created on March 21, 2019, with the original closing date listed as May 20, 2019.

Applications were required to be submitted electronically using instructions provided on the VA GPD website (www.va.gov/homeless/gpd.asp). Submissions could not be mailed, emailed, or faxed. VA also required that applications be submitted as a complete package, warning that documents arriving separately would not be added later and could cause the application to be rejected or not funded.
