Opportunity Information: Apply for DOS NBO PDS FY22 005

The U.S. Embassy in Kenya (U.S. Department of State) is offering a cooperative agreement grant opportunity titled "Accessible" to support an Inclusive Work Readiness program and a one-day Tech Opportunities Summit. The award is capped at USD 22,000, with one anticipated award. The program is intended to strengthen employability for Kenyan youth ages 18-35, with special consideration for people with disabilities, by building practical work readiness skills that employers expect but many job seekers lack. The priority regions are Nairobi, Lamu, Mombasa, and Nakuru, and activities are designed to be delivered in person through the Embassy-supported American Spaces (two locations in Nairobi, plus Lamu, Mombasa, and Nakuru).

The core of the grant is the development and delivery of a structured workshop series made up of 10 to 12 modules, where each module can include one or more sessions. The modules should cover essential job-search and career skills such as job seeker visibility, CV/resume and cover letter writing, using applicant tracking systems, networking strategies, interviewing, salary negotiation, career growth planning, and job retention, alongside any other relevant competencies that improve workplace success. Training content can be newly created or adapted from existing materials, but it must be copyright- and royalty-free, and may draw from publicly available resources, including U.S. government websites. A key expectation is that the implementer will publish the workshop materials or related content on platforms provided or agreed upon so participants can access resources, revisit lessons, and track progress.

The implementer is responsible for recruiting at least 250 participants across all five locations, and ensuring that at least 150 participants complete the full workshop series successfully. Delivery can be a mix of in-person and virtual sessions, but the program should ideally include at least one in-person session in each location. While venues are provided at no cost (through the American Spaces and a summit venue), the proposal budget should account for the practical costs of implementation, including workshop materials, refreshments, speaker needs, and any travel required to deliver sessions across the regions. The program should also include expert guest speakers where appropriate, and it must set aside time for periodic participation by U.S. Embassy speakers to engage the audience and reinforce key messages.

In addition to the training series, the award supports planning and hosting an inclusive Tech Opportunities Summit lasting one day, organized in collaboration with the U.S. Embassy in Kenya. The summit is expected to feature speakers and be accessible to the target audience, including persons with disabilities. The venue will be provided at no cost to the implementer, but the grantee must coordinate programming, accessibility accommodations, speaker flow, and participant experience in a way that aligns with the broader goal of expanding pathways into employment and especially into opportunities connected to the tech sector.

Across all activities, inclusion and accessibility are not optional features but central requirements. The implementer must ensure reasonable accommodations and accessible design so that persons with disabilities can fully participate, and the program should be built with replication in mind. All workshop resources must be delivered in a format that the Embassy Public Diplomacy Section can easily reuse for future rounds of the program, supporting longer-term impact beyond the initial award period. The opportunity also emphasizes sustainability and follow-on engagement, encouraging plans that help participants maintain skills, continue peer learning, and build networks after the formal workshops end.

Finally, the grant places strong emphasis on documentation and measurement. The implementer must document activities and collect testimonials and other program highlights that can be used for Embassy reporting tools and social media content, using templates the Embassy will provide. A clear monitoring and evaluation plan is required to generate evidence-based results, assess public perception, and demonstrate whether the model can be sustained and scaled.
